Founded by Tian-Ma Zhan, a famous Benshi (performer who provided live narration for silent films) during the Japanese colonial period, built the tea house. On February 27, 1947, the crackdown officer of the Tobacco and Liquor Monopoly Bureau arrested Mai Lin Jiang, a tobacco dealer near Tian-Ma Tea House, and confiscated her money and cigarettes. Lin and the crowd pleaded with the officer. During the argument, Inspector Xue-Tong Fu protested against opening fire and mistakenly killed a passerby, Wen-Xi Chen, further exacerbating the situation. The next day, the people gathered from Taipei Bridge and went to the Monopoly Bureau to appeal, which escalated into the 228 Incident.
