Guidelines Relaxed for Religious Venues, Ghost Festival Pudo Ceremony

In response to the lowering of COVID Alert to Level 2 by the Taiwan CDC on July 27, the Department of Civil Affairs (DCA) announced guideline adjustments for religious events such as parades, pilgrimage, and assemblies. As a general rule, the maximum number of people for indoor events is 50, while the cap for outdoor events is 100. For Ghost Festival Pudu events, the Level 2 COVID Alert guidelines for Pudu, religious venues, and religious events should be implemented as well.

Religious Venues:
1、General Pandemic Prevention Measures
(1) No more than 50 individual indoor (1 person every 2.25 square meters) and no more than 100 individuals outdoor (1 person every 1 square meter)
(2) Required measures: Contact-tracing registration, temperature taking, hand sanitizer, face mask, crowd flow plans, social distancing, implementing capacity management, and frequent cleaning and disinfection of the environment
(3) Religious assembly require fixed seating arrangement with adequate distance between individuals
(4) Events with catering are limited to bottled drinks and lunchboxes
 
2、Registered temples and events organized by religious foundations, as well as those providing tools such as divining blocks and fortune stick pot to participants, will be required to submit pandemic prevention plans to the authority beforehand to acquire approval to further adjust occupancy number (no more than 100 indoor or 500 outdoor) and appointment of dedicated managing personnel.

3、Places of religion which do not submit pandemic prevention plans must adhere to the limit of no more than 50 individuals indoor and no more than 100 people outdoor.

Pudu Event Organized by Religious Groups
1、Pandemic Guidelines for Pudu:
(1)Face mask required at all time, no eating or drinking, contact-tracing registration, temperature taking, disinfection with alcohol, and crowd flow management.
(2)All staff should be listed and responsibilities assigned beforehand.
(3)Single entrance for entry and exit, with dedicated personnel directing crowd flow.
(4)No more than 50 people indoor and 100 outdoor
(5)The venue, canopy frames, tables and chairs, and religious altar should be thoroughly disinfected before the event.
(6)Seating and ceremony arrangements should be made with ample room between participants, and offerings should be retrieved by small groups over different time slots.
(7)Registered temples and religious foundations can have the cap at 100 people indoor or 500 people outdoor upon approval of their submitted pandemic prevention plans.
 
2、Organization holding Pudu-related activities such as releasing water lanterns and establishing temporary temple for ancestor worship during Ghost Festival should submit a pandemic prevention plan to be approved by DCA.

Pudu Event Organized by Companies, Communities, Borough Offices, and Markets
  1. Standard Guideline: Participants must wear face mask at all time, no eating or drinking, contact-tracing mechanism, temperature taking, disinfecting by alcohol, and crowd flow management.
  2. Venue Management: Single entry and exit point for the event. Organizers must post a notice on maximum occupancy of event at the entrance.
  3. Max Occupancy: No more than 50 indoors and 100 outdoors (1 individual per 2.25 square meters indoor and 1 individual per 1 square meter outdoors).
  4. The venue, canopy frames, tables and chairs, and religious altar should be thoroughly disinfected before the event.
  5. Seating and ceremony arrangements should be made with ample room between participants, and offerings should be retrieved by small groups over different time slots.
