Xue-Hong Xie went to Moscow to study after graduating from Shanghai University in her early years. Following instructions from the Communist International, she returned to Taiwan to develop organizations and decided to run a bookstore while introducing communist ideology to protect herself. The International Bookstore was founded in 1929, mainly selling left-wing ideological books and magazines and serving as a secret liaison point for the left-wing Taiwan Communist Party. In the 228 Incident, the International Bookstore played an important communication channel with the Taiwan Communist Party and had direct or indirect relationships with the organization of the 27 Brigade and related revolutionary groups.
