The original site was the "Takasago Tekko Factory" (Takasago Foundry Co., Ltd.), invested by the Koo family from Lukang in 1917 during the Japanese rule, and then Xian-Rong Koo's daughter-in-law Bi-Xia Koo Yan (the wife of Yue-Fu Koo) was responsible for the operation of the factory. After the war, the national government took it over. The government closed the factory forcibly because Bi-Xia Koo Yan was involved in contact with the communists. Then, it became the Secrets Bureau of the Ministry of National Defense to use it as an essential political prisoner interrogation prison in the white terror of the early 1950s.
